On September 15, China National Chemical Engineering Co., Ltd. (CNCEC) and BASF Group officially signed a Construction Partnership Framework Agreement in Zhanjiang, Guangdong.
Attendees and witnesses to the signing ceremony included Mr. Wen Gang, General Manager and Deputy Party Secretary of CNCEC, Dr. Jeffrey Lou, Chairman and President of BASF Greater China, Mr. Lin Hanping, Senior Vice President of BASF’s Global Integrated Project Management and General Manager of BASF Integrated Base (Guangdong) Co., Ltd., Dr. Knobel, Vice President of Indirect Procurement for BASF Asia Pacific, and Ms. Pan Nanhua, Vice President of BASF’s Global Integrated Base Project Management.
The agreement was signed by Mr. Liu Dehui, Deputy Party Secretary of CNCEC, and Dr. Tian Yaqing, Senior Vice President of BASF’s Global Integrated Project Management.
According to the agreement, both parties will adhere to the principle of mutual benefit and leverage their respective strengths to establish a close and long-term cooperation mechanism. Together, they will jointly promote the construction of the BASF Zhanjiang Integrated Base and lay a solid foundation for deeper future collaboration.
CNCEC and BASF have long maintained a strong partnership, with CNCEC providing comprehensive support for BASF’s business development in China. Based on its trust in CNCEC’s engineering and project execution capabilities, BASF has chosen CNCEC as a key construction partner for its Zhanjiang base. This agreement is not only the result of thorough preliminary communication and “centralized negotiation and signing” between the two companies, but also marks the first construction partnership framework agreement in BASF’s history.
The BASF Zhanjiang Integrated Base project represents an investment of approximately €10 billion (by 2030), making it the largest single investment in BASF’s history. Once completed, Zhanjiang will become BASF’s third-largest integrated production base worldwide, following Ludwigshafen (Germany) and Antwerp (Belgium).
In recent years, CNCEC has actively adapted to China’s new development paradigm, striving to become a globally leading engineering enterprise in the industrial sector. It provides end-to-end solutions across R&D, design, investment, construction, and operation. CNCEC is committed to its mission of “delivering value, building the future,” actively implementing its “big market, big project, big client” strategy, and continuously expanding its global footprint through both international and localized operations. With strong capabilities in resource integration, advanced technology, and project management, CNCEC has contributed significantly to the high-quality development of the economy and society.
